Carlos I. Giralt-Cabrales was born in Mexico City. He has been working for the Mexican Ministry for Foreign Affairs since 1983. In 1991 he became a permanent Foreign Service Career Member. At the Mexican Ministry of  Foreign Affairs, he has held the following positions: Analyst, Chief of Department for Consular Statistics, Vice-director for Consular Coordination, Director for Consular Affairs, Deputy General Director for Consular Services and Acting General Director for Consular Services.
