Mr. Flanagan is Deputy Director of the IMF’s Strategy, Policy, and Review Department, where his duties include overseeing debt policy work, with a particular focus on emerging markets. He joined the IMF in 1998, and his work on debt has included overseeing the most recent reviews of the Fund’s Debt Limit Policy and Low Income Country and Market Access Country DSA frameworks, and the Fund’s work on debt transparency.
